cators and associations that contributed to the establishment of higher ed-
ucation institutions, the scattered research groups that conceived the first
projects, including the Historical Society of Southern Primorska, and the es-
tablishment of the Annales Press. These institutions – the Center for Higher
Education, the Center for Scientific Research, the Koper Unit of the Faculty of
Education in Ljubljana, the Higher School of Management, the Higher School
of Hotel Management and Tourism, the Higher School of Health, the Faculty
of Humanities, and the Primorska Institute of Natural Sciences and Engineer-
ing – combined their expertise to ensure that the new university would be-
come a part of the Slovenian public universities in terms of quality and con-
tent. The business community of Primorska also provided an important foun-
dation for its establishment. On January 29, 2003, the National Assembly of
the Republic of Slovenia adopted a decree on the establishment of the Uni-
versity of Primorska.
The fund was created and numbered 1055 by the archivists of the Koper
Regional Archives, its director Nada Čibej and the fund administrator Mir-
jana Kontestabile Rovis, as a tribute to the historical heritage of Slovenian
higher education. Together with Tjaša Kranjec, I spent almost two years col-
lecting the documents. The introduction to each sub-fund describes the var-
ious steps of the process: collecting, sorting, contextualizing and registering
the material.
Sub-fund 1055.4 contains the archival material of the Directorate of the
Academic Association of the University of Western Slovenia. The Directorate
was active in the first year of the University’s operation, when the Ministry
of Education, Science and Sport, on the basis of a decree of the National As-
semblyandwith governmentalauthority,appointedan actingdirectorofthe
University. The University became a legal entity only after it was registered in
the Court Register, acquired all its administrative powers, elected its Board of
Directors, Senate and Rector. This process was completed in November 2003,
at the same time as the registration in the sub-funds.
Sub-fund 1055.1 contains the archival materials of the Koper Higher Edu-
cation Center (KHEC). KHEC was the custodian, administrator and organizer
of the process of establishing the University from its foundation in 1995 until
the Act on the Establishment of the University passed by the National As-
sembly in January 2003. The sub-fund also includes the material of the Com-
munity of Coastal Municipalities, which documents the activities prior to the
establishment of KHEC (1987–1995) and whose material was formally handed
over to KHEC after its establishment. In 2003, KHEC cooperated with the Di-
rectorate, but the majority of the documents related to the establishment of
