the University and the provision of material conditions from this period are
in the sub-fund of the Directorate (1055, folders 1 to 5). The Koper Higher Ed-
ucation Center was founded by the coastal municipalities for the purpose of
establishing the University of Primorska, and when this goal was achieved,
it became a member of the University of Primorska. The records in this sub-
fund are the most extensive, since all the archival material was transferred to
the Koper Regional Archives after the dissolution of the KHEC.
The autonomy of public universities in Slovenia is guaranteed by Article 58
of the Slovenian Constitution. Their establishment follows legislative proce-
dures similar to those for the establishment of public institutions. The Direc-
torate of the University of Primorska – the embryo of the future University
– was established on January 29, 2003 by the National Assembly with the
Decree on the Establishment of the University. This enabled the Directorate
to carry out the basic procedures and to gather the human and material re-
sources for the University of Primorska.
Sub-fund 1055.2 contains the archival records of the seven founding mem-
berinstitutionsoftheUniversityandisarrangedaccordingto thechronology
of their establishment. The included records provide the background of their
creation. The chronological order of their creation is shown in the accompa-
nying timeline on pages 51–52. The records include documents and materials
related to the actions and procedures that led to the establishment of the
University. This inventory currently includes only a portion of the archival
materials of the University’s member institutions, but it can and should be
completed and given its appropriate scope and content.
Sub-fund 1055.3 represents the archival material of student organizations
up to the foundation of the University and is rather modest, since the student
organizations that existed at that time were mainly related to events at their
own universities or other higher education institutions. At that time, there
were a few sports organizations, such as the Union of Student Sports Asso-
ciations of Primorska and the University Sports Association. The later Consti-
tution of the Student Union of the University of Primorska and the Student
Council were created in parallel with the Constitution of the University bod-
ies.
Sub-fund 1055.4 contains the archival materials of the Academic Associa-
tion of the University of Western Slovenia, which was founded by intellectu-
als, mainly university teachers, who had been working for decades to estab-
lish a university in the Primorska region. An initiative group led by Dragan
Marušič drafted the basic program and statute of the Association, and the 55
founding members registered the Association in the court register on Febru-
