events and transports, and publicity in general – publications of articles in
newspapers, publications of monthly magazines, postcards, guides, they or-
ganised excursions and participated at exhibitions. Provincial associations or-
ganised, in cooperation with the ministry of railways so-called social trips or
trips for fun by train, which offered the passengers or tourists discounts for
train tickets. Financial support for their activity came from national (minis-
try) as well as from regional or donor contributions.

The state and provinces had strived, via these organisations and the
Ministry of public works3 and railways,4 for tidier towns, promotion of tourist
activity, engagement and education of locals in this field and for investment
in tourism infrastructure with the aim of attracting visitors into the country,
who would also be satisfied with the local services. Despite some critics (such
as presented Gärtner’s article from 1906) on the lack of advertising and suit-
able (comfortable) capacities, improper organisation of sanitation, price ad-
equacy, and other deficiencies, tourism in the country and in Primorje was
developing successfully also via associations and societies. The country had
played a very important role in tourism development until the First World
War.

Investing in an appropriate infrastructure that managed to attract and
retain elite guests was important for further development of tourist resorts in
Austrian littoral. Tidiness of surroundings, walking areas, hotels and guest-
houses, installation of plumbing, electric lighting, sewerage system, and ex-
cursions, sports activities and entertainment were important factors of suc-
cess. The initiative and investments of public entities (country, province) and
in particular the effort of local and regional administrations for modernisa-
tion of cities and tourist resorts were also actively involved.

Tourism development was promoted and enabled not only by nation-
al and provincial operators, but also by private individuals, who had some-
times played an important role already at the very beginning. In Opatija, the
company of Južna železnica (Southern railway Vienna–Trieste), in Portorož
the entrepreneurial local private individuals, who founded the company and
started to invest in health resorts. An important role in further tourism de-
