Information Communication Technology for Blind
and Partially Sighted People
Information communication technology (ICT) for the blind and partially sigh-
ted people is certainly indispensable, both in education as well as later in the
professional life, because ICT helps to be more readily included into the envi-
ronment of sighted people. New technologies are essential to increase the ac-
cessibility to information, to knowledge and to skills, thus can empower blind
and partially sighted people in society through social networks and enable
more social and wiser use of their free time. Blind and partially sighted need
special skills or support strategies to overcome the deficits of basic computer
literacy, knowledge of basic and adapted computer equipment, the use of ap-
propriate software tools, blind typing and Braille for blind. The present paper
gives an overview of the development of assistive technologies that have been
implemented to empower the partially sighted and blind, and to increase var-
ious kinds of multimedia literacy, from the invention of the Braille alphabeth
to highly functional assistive technologies.
