competencies that an individual needs to acquire due to the processes of in-
tensive digitization in the field of education, several forms of digital citizenship
and digitization of business models. Considering collected data we conclude
that technological applications have penetrated society to such an extent that
individuals need them to perform everyday tasks and satisfy their everyday
needs. There is a high risk of the emergence of new vulnerable groups, which
become vulnerable because of the exclusion and marginalization caused by
the lack of digital competences. In the digital transition phase, it is therefore
necessary to empower the population to use digital services and develop a
culture of digital service users, which includes a positive approach to digital
solutions, awareness of the need for lifelong learning in this area in terms of
constant updating of knowledge, knowledge of security, awareness of the
dangers of digital identity theft and the adoption of necessary measures. At
the same time, we should not overlook the various forms of disabilities and
special needs that inhibit the use of digital applications.
